The purpose of this position is to provide professional, technical, and administrative work of above-average difficulty in supporting the Geographic Information Systems (GIS) needs of the City. This includes but is not limited to, working with other departments and/or divisions to evaluate areas where the application of GIS can be used to facilitate improvements; configuring and maintaining map-centric web applications and web services; configuring and maintaining enterprise geodatabases in relational database management (RDBMS) software, and acting as team lead for GIS projects. This position will concentrate on GIS-Centric related applications, Cityworks Administration, Laserfiche, ArcGIS Enterprise their associated servers and data repositories. Work performed is under the general supervision of the GIS Manager or designee.

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.• 

  • Participate in enterprise GIS operations including database management and administration, data development, system administration, technical consulting, and training.
  • Participate in training and mentoring of assigned staff
  • Coordinate and lead GIS initiatives with external agencies, adjacent jurisdictions, and the State. Coordinate Citywide Geographic Information Systems sharing.
  • Implement enterprise GIS projects and work programs by planning, prioritizing, scheduling, and providing leadership to team members.
  • Integrate GIS with the City’s emergency preparedness and public safety functions, managing and growing the GIS footprint in the City.
  • Design and implement map-based solutions, many of which may be interactive solutions built using web technologies 
  • Respond to various requirements for geospatial products and services
  • Manage software maintenance, strategic organizational growth of Cityworks and GIS, support of Cityworks/GIS users, development of procedures, solutions and standard practices, and continued communication with leadership. 
  • Creatively apply advanced programming, professional communication, and project management skills to eliminate departmental gaps in processes and create innovative cross-departmental solutions. 
  • Administer AMS Designer to include Template configuration for work orders, inspections and service requests to include security and embedded account information and other functionality within system. 
  • Support contingency incidents or special events
  • Provide geospatial support to troubleshoot issues with ArcGIS software
  • Manage and develop consultant projects related to City-wide GIS, or data, mapping, and spatial technology.
  • Implement the City's GIS Strategic Plan for GIS development. Consults with supervisor as needed and adjusts, if necessary, to long- and short-term goals, and objectives for GIS operation; evaluates current/future GIS requirements; develops work approaches and projects work 
  • Monitors data placement, and capacity; develops, maintains, and/or enhances database structures, data collection methodology, and data dictionary; identifies data errors and makes modifications/corrections as appropriate; stores and/or retrieves archived data. Coordinates the resolution to GIS system issues in a manner to minimize disruption to .
  • Perform application implementation and maintenance tasks, such as verifying that software and hardware requirements are met; installing client and server software components; upgrading software; managing database connections, user rights, and group profiles; assisting users with configuration; coordinating with database administrators for extraction and preparation of import data; importing application data and preparing and maintaining documentation.
  • Provide consultation to the user departments in planning for application implementation.
  • Create mapping and analytical data as requested
  • Produce various customized maps and reports for departments by request; generates output reports, lists, tables, maps, and other documentation for product deliverables. Develop mapping strategies and procedures for thematic or queried analysis.
  • Handle applicable service requests and aid users in accessing vendor support.
  • Generate data extracts and reports as needed.
  • Follow established problem resolution procedures in resolving software problems and applied corrective service to upgrade software.
  • Evaluate software and test new software; upgrade equipment and provide training to users.
  • Adhere to ITIL and ITSM practices.
  • Remain current on technology and training pertaining to this position.
  • Fosters positive employee relations and employee morale on a City-wide basis.
  • Other duties as assigned.
  • Bachelor's degree in Engineering, Computer, Science, Geography or Cartography, or equivalent.
  • Minimum of Five (5) years’ experience with geographic information systems.
  • Three (3) years of experience using Cityworks or equivalent EAM.
  • Esri GISP certification
  • Must possess a valid State of Florida Driver's License with a good driving record

Ability to confer with vendors in evaluation of equipment, software, products, cost factors and utility; develops specifications for purchase requisitions. Ability to make technical decisions, handle administrative matters, coordinate special projects, make independent judgment and take initiative in planning work details. Ability to coordinate the development and implementation of design specifications for the GIS database to ensure overall system compatibility. Ability to coordinate with other departments in the evaluation of existing equipment and/or software, along with knowledge of operating systems and basic programming. Extensive knowledge of data processing with emphasis in GIS environments, plotters and other peripherals pertaining to graphics and imaging use on computers. Extensive knowledge of geography and cartography. Considerable knowledge of GIS software and relational database software packages. Ability to manage and prioritize demands from various departments, along with maintaining effective working relationships at all levels. Ability to work in a high paced, mission-focused environment. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail. Ability to manage and prioritize routine, specializedand complex assignments and problemsAbility to organize tasks in a logical and systematic manner. Ability to understand and adhere to procedures and policies. Skill in supporting and training end-users in the use of multiple applications. Skill in using Microsoft Office applications. Ability to adapt to an evolving and continually improving environment.
